  16. <p>     High on the agenda of the new Shamir government will be a
  17. stepped-up effort to persuade the Bush Administration to break
  18. off its 18-month-old dialogue with the Palestine Liberation
  19. Organization. Israelis insist that an abortive Palestinian
  20. attack on Tel Aviv's beaches two weeks ago demonstrated that
  21. the P.L.O. has not given up terrorism. The raid was staged by
  22. a P.L.O. faction called the Palestine Liberation Front, but so
  23. far P.L.O. Chairman Yasser Arafat has refused U.S. pleas to
  24. condemn the operation and to sever ties with Muhammad Abbas,
  25. the group's chieftain and ringleader of the 1985 hijacking of
  26. the cruise ship Achille Lauro.

  28. <p>     Bush branded the attack "sheer terror" last week and
  29. revealed that the Administration indeed was considering whether
  30. to cut off talks. One possible outcome is that Washington will
  31. suspend, but not terminate, the dialogue. That distinction may
  32. mean little: the new Israeli government promises to be even
  33. less receptive to Secretary of State James Baker's Mideast
  34. peace plan than was its predecessor.
